The file says "checking"

A Web Connect file declares its account type. A card statement written as a checking account will not line up with the credit card account in your chart of accounts. Every Citi card file here is written as a credit card account, so QuickBooks offers the card register when you import.

Interest and fees go missing

Citi lists interest charged and fees in their own sections, below the purchases. A converter that only reads the transaction table skips them, and the balance is off by exactly those amounts. Check the extracted total against the statement's new balance before you download.
